Police charged him with arson-disregard for human life and breach of a release order.
Firefighters responded to the blaze around 9 p.m. Sept. 11 following several 911 calls.
They rescued one person from a third-floor suite and two people in a below-grade unit.
The extensive damage forced officials to close the building. Only firefighters are allowed inside to retrieve personal items for displaced residents.
