Paramedics and police were called to 20th street at Avenue I South at around 5:30 on Thursday, a few blocks away from St. Paul’s hospital.
Police have not said who the victims is.
The road had been shut down, but has since re-opened.
Traffic had been backed up at the scene and into the downtown area as police and paramedics responded.
The ripple effect from the accident was felt by drivers on roadways away from the scene because guard rails at other rails crossings were down, affecting traffic along other routes that included Avenue F and Avenue D, near 22nd street.
