Saskatoon police warn of high-risk sex offender living in city

The Saskatoon Police Service has issued a public notification about a high-risk sex offender in the city.

According to police, 42-year-old William Lee Perswain now lives in Saskatoon. He’s described as five-foot-11 and 155 pounds, with brown eyes and black hair. He also has multiple tattoos.

Police said Perswain has an extensive criminal history of sexual offences, “including violence with weapons, aggravated assault and indecent acts against minors.”

Perswain “is considered at high risk to re-offend,” according to police.

While Saskatoon police are reminding people not to act unreasonably toward Perswain or take on vigilantism, the force said it also wants people to be aware of his presence and the possibility that he’ll re-offend.

This isn’t the first time a policing agency has issued a release about Perswain.

In October 2025, the Manitoba RCMP issued a similar advisory, but since then Perswain has moved to the Bridge City.

According to Saskatoon police, Perswain is banned from going to a public park or swimming area where there are kids under 16, or where they can reasonably be expected to visit.

He’s also prohibited from going to daycare centres, schoolyards, playgrounds and community centres.

Perswain isn’t allowed to communicate with a person under 16 by any means unless supervised by someone approved by the courts. He also can’t take on any role that puts him in a position of authority over someone under 16.

Finally, Perswain is banned from buying, consuming or possessing alcohol or other intoxicating substances, according to police.

Anyone who notices Perswain violating these orders was asked to contact the Saskatoon Police Service immediately.
