Preston Ray Bird is now facing a first-degree murder charge after the man he is accused of shooting died earlier this year.
Bird, 25, was originally charged with aggravated assault, assault with a weapon and other firearm-related offences after Jim Primeau, 59, was shot in the throat on June 4, 2025, in Prince Albert’s West Flat neighbourhood.

Primeau spent 287 days in hospital after the shooting and was left paralyzed from the neck down. He died on March 18 of this year.
At the time of the shooting, Primeau was removing the belongings of a woman he had evicted for not paying rent from a property he owned in the 1900 block of 14th Street West. Police have previously said the suspect fled the scene on a bike.
Primeau’s sister, Peggy Epp, said she believes the man accused of killing her brother was connected to the evicted tenant. Previous paNOW reporting said Bird was not the former tenant but was reportedly well known to the woman.
Epp criticized the provincial eviction process, saying that despite drugs being left in the suite and suspected gang activity, the Office of Residential Tenancies told Primeau he needed to fill out paperwork that would take weeks to process.
Bird has been in custody since his July 23, 2025, arrest and remains in custody. No changes were announced to his trial date, which is tentatively scheduled for October in Court of King’s Bench in Prince Albert. No changes to his election or plea were discussed in court today as the upgraded charge was read out.
