Regina police employee facing privacy charge for alleged improper database use

A civilian employee of the Regina Police Service is facing a charge after allegedly improperly accessing the police force’s internal database on six occasions.

According to police, Katrina Caza was charged under The Local Authority Freedom of Information and Protection of Privacy Act after her improper use of the databases came to light during a random audit. Police said she improperly accessed the database on six occasions between 2023 and 2025.

Caza remains employed with the Regina Police Service, the force noted, but does not have access to internal databases “pending the outcome of the court proceedings.”

Police said Caza’s case was forwarded to the attorney general, who recommended the privacy charge and did not recommend a criminal charge.

If she’s convicted, police said Caza will face a fine of up to $50,000 and up to a year in custody.

Lorilee Davies, Regina’s police chief, said the charge resulted from ongoing efforts to strengthen the police force’s access and privacy program.

“As Chief of Police, I made a commitment to ensure we were taking steps to improve process, oversight and accountability related to accessing private information,” Davies said in a statement.

“This shows what we are doing is working.”

In February, former Regina police officer Robert Semenchuck was handed a two-year community sentence and three years of probation after pleading guilty to breach of trust and unauthorized use of a computer. Semenchuck, who had been a police officer for 22 years, used the databases to snoop on 33 victims in his efforts to establish relationships with them.

Meanwhile, another Regina cop, Clinton Duquette, is also facing a charge under Saskatchewan’s Local Authority Freedom of Information and Protection of Privacy Act.

According to a report from the provincial privacy commissioner, Duquette used police databases to access the private information of his ex girlfriend, as well as her family members and friends a total of 67 times between 2021 and 2023.

“I’ve been very clear internally today and previously that any instances will not be tolerated,” Davies said on Monday.

“They’ll be dealt with harshly. I fully believe that our employees understand the consequences they face.”

Davies said the findings of the random audit show demonstrate the police force’s commitment to keeping employees accountable as they handle private information.

She said whenever an employee is facing a charge, it “gives us all a black eye.”

The police chief said four of the instances of inappropriate database access were related to people Caza knew, while two were related to news releases the police service issued.

Davies noted that the allegations against Caza predated the snooping allegations against Duquette.

She said Caza has been reassigned to a position that doesn’t allow her access to internal police databases.

Caza is scheduled to appear in Regina Provincial Court on Oct. 20.
