In a statement, RCMP said a grey Chevrolet Impala “approached the victim when a firearm was discharged, injuring him.”
Mounties believe two people were inside the vehicle, which fled after the shots were fired.
In an update issued on Thursday afternoon, the RCMP said 24-year-old Julian Kitchener, a resident of Shoal Lake, had been charged with discharging a firearm with intent and aggravated assault, as well as possessing weapons contrary to a court order.
Kitchener was described as six feet tall, weighing 220 pounds, with black hair. His left eye is gray and may appear partially closed, police said, while his right eye is brown.
“Carrot River RCMP are actively working to locate Julian Kitchener. Updates will be provided when possible,” the RCMP said. “If an imminent risk to public safety is identified, we will notify the public.”
