A popular, well-used road that connects three east Saskatoon neighbourhoods, will be permanently closed for safety reasons, if construction of an overpass at the CPKC rail line on Eighth Street East, is ultimately approved.
Right now, about 8,200 vehicles cross the train tracks every day, and there are a dozen “train movements” at the crossing as well. As the Holmwood sector grows, the city projects up to 48,000 vehicles to cross the tracks every day in the future, which means either an overpass or an underpass needs to be built there.

Two open houses and an online survey public survey were held in March, 2025 to get feedback on the two options. A total of 187 responses were received.
During Tuesday’s Transportation Committee meeting, Dan Willems, the city’s technical services director, gave councillors an update and run down of the options studied by ISL Engineering and Land Services Inc.
“The total cost estimate for the overpass option is $54 million … The cost estimate (for the underpass) is $64.6 million,” he said.
Willems said the overpass option was preferred by members of the public, with feedback to include strong noise or sound-mitigating walls, multi-use pathways and keeping Wess Road open to local traffic.
Coun. Bev Dubois questioned Willems about that.
“I know I use that (road), lots of people do, and I heard comments about that,” she told Willems.
While Willems said the road closure plans date back more than a decade to the former East sector plan, now called the Holmwood sector plan, he noted it was likely a “done deal.”
“The primary driver for that is there’s no safe way to make a connection with an overpass at this location, so disconnection at Eighth Street was identified 13 years ago,” he explained.
“Maintaining connection to Wess Road through Taylor Street to Hillcrest Memorial Cemetery and the businesses that are there, that was addressed through several past conversations,” he added.
He said a cul-de-sac would be installed at the north end of Wess Road at some point, after the last property.
While no construction start date was mentioned, the hope is to have the overpass completed by 2030.
The transportation committee unanimously approved administration’s recommendations that city council go ahead with a detailed design and more accurate cost estimate.
The last time major overpasses were built by the city, was in 2018/2019, when the McOrmand Drive/College overpass to Brighton was completed and the Boychuk/Highway 16 overpass to Rosewood was also constructed.
