On average, customers would see their bills go down by about $2 a month, or $28 a year.
SaskEnergy had applied for a 14 per cent decrease to the overall commodity rate combined with an 8.6 per cent increase in the delivery rate.
The panel is recommending the commodity rate drop by 13 per cent, but agrees with the 8.6 per cent delivery rate hike.
