The Regina Pats centre, who is originally from Sherwood Park Alberta, had 70 points, 23 goals and 47 assists in 72 games during the regular season.
Steel had a strong playoff run collecting 16 points, six goals and 10 assists in 12 games, helping the Pats to the second round.
Fellow Regina Pats forward Adam Brooks has been chosen in the 4th round, 92nd overall by the Toronto Maple Leafs.
Brooks, who is originally from Winnipeg, was the leading scorer in the WHL this season, with 120 points, 38 goals and 82 assists in 72 games.
Brooks had a solid showing in the playoffs with 23 points, seven goals and 16 assists.
