A man with a history of sexual and violent offences is once again living in the Heritage neighbourhood of Regina.
Regina police say 43-year-old Richard James Toutsaint will be staying in a supervised residence.
His criminal history includes property crime, substance abuse, and various sexual and violent offences, including the use of weapons against men, women and children.
Toutsaint is described as aboriginal, about five foot nine and 161 pounds with black hair and brown eyes. He has a number of tattoos including a demon and flames on his right upper arm, a skull and snake on his right forearm, an iron cross on his left hand, a chain on both wrists, and an image of a nude woman on his shoulders.
His conditions include abstaining from drugs and alcohol, following psychiatric treatment and mental health plans and staying at a supervised residence.
